Review and Prospect of China's Policies for Clinical Stem Cell Research
Abstract: The rapid and sound development of stem cell research needs effective governance of the state. This article reviews China's policies and laws for clinical stem cell research, and discusses why these policies and laws could not lead to effective governance of clinical stem cell research. It points out that the top-down governance mechanisms have their limitations in the process of implementation, and bottom-up innovative governance mechanisms need to be introduced. Combining these two governance mechanisms could reduce the tension between the centralization of authority and effective governance, and promote better development of clinical stem cell research.

Ethical Issues and Coping Strategies of Consumer EEG Devices
Abstract: Recent years have witnessed the emergence of direct-to-consumer electroencephalography (EEG) devices in domestic and foreign markets. The use of some products, such as the Focus headband, has given rise to social concern and ethical controversy in China. This article selects 10 representative consumer EEG products, investigates their working principles and advertising claims, and then analyzes the safety, neurohype, neuro-surveillance and neuroprivacy issues of these products. It argues that the core ethical challenges of consumer EEG products are neuro-surveillance and neuroprivacy issues. In view of the current lack of corresponding supervision at home and abroad, this article finally proposes some coping strategies to address these ethical issues.

Ethical Challenges and Governance Strategies for Using Conversational Agents in Depression Diagnosis and Treatment
Abstract: The diagnosis and treatment of depression currently face significant challenges, with a serious imbalance between the demand and supply of mental health services. Artificial intelligence-based conversational agents offer a promising solution to this issue. However, the development of this technology also brings certain limitations, raising concerns about the potential negative impacts on users’ health. This paper explores the five key ethical challenges faced by conversational agents in the diagnosis and treatment of depression: accuracy, data security and privacy, inherent biases, emotional divide, and patient dependency. It also proposes governance strategies from the perspectives of review and evaluation, data ethics, role positioning, human-machine interaction, and regulation and trust, aiming to ensure that conversational agents improve patient health while effectively mitigating potential risks and promoting their safe and ethical application.
