Abstract
The rapid and sound development of stem cell research needs effective governance of the state. This article reviews China's policies and laws for clinical stem cell research, and discusses why these policies and laws could not lead to effective governance of clinical stem cell research. It points out that the top-down governance mechanisms have their limitations in the process of implementation, and bottom-up innovative governance mechanisms need to be introduced. Combining these two governance mechanisms could reduce the tension between the centralization of authority and effective governance, and promote better development of clinical stem cell research.
