Abstract: Transformation of scientific and technological achievements is an important concept that has emerged in the context of contemporary Chinese science and technology management, and has always been an important carrier that reflects the new dynamic relationship between science and technology. The front-end of technological achievements is linked to the evolution of knowledge itself, and the end is linked to innovative practices of transformation, which presents an effective knowledge form, embodies the nature and essence of knowledge and its limits; the opportunity for transformation stems from the attribute of the utility value of the achievements of science and technology. Scientific knowledge that represents has the instrumental imagery, which may enter practical operations under the influence of social utility concepts. The opportunity of transformation of scientific and technological achievements provides an opportunity for the formation of mutual construction of scientific and technological achievements and society, and becomes an important force for social change. Interpreting the opportunities for the transformation of technological achievements from a philosophical perspective can examine the social action phenomenon of the integration and development of technology and society.
