Abstract: When it was founded in 1890, Jiangnan Imperial Naval College established its constitution. During its early operation, problems emerged, including imperfect regulations and lax management. In 1905, the College appointed new president and revised the constitution. Based on the newly discovered revised Jiangnan Imperial Naval College Constitution and other historical materials, this paper examines the reasons for the revision, debates over enrollment quotas, management regulations, technical education requirements, and implementation outcomes. Through this analysis, it illustrates the overall approach to technical talent training at the Jiangnan Imperial Naval College.
