This paper takes the point that only when both science and its application have realized their culture value,they would then turn into culture. The anti一culture application of technology has betrayed the science spirit and value. The lifeline of the technology progress lies in how it applies and how the culture is realized during its application. The paper also illuminates that it has become an important research task to measure the degree that science and its application turns into culture.<br/>

It was traced in this paper of the background process of how did Wang Gan一chang(1907一1998)，the famous Chinese physicist, initiated the cause of Confinement Fusion(ICF) in China. And showed that the ICF was few scientists was set up first by Chinese scientists over the world, and was his main melody of life and brilliant contribution to science in his late 30 years research career. <br/>

In this paper, the history, actuality and contents of mind science will be analyzed for relationship among mind science, religion and philosophy according to their developments.
