Scientists selected suitable problem to research independently at the beginning of Academia Sinica..However,V. K. Ting,the secretary-general in 1934-1936，favored practical studies and much-needed problems of China.Such programs were put in the first National Research Council in 1935一1941 and Academia Sinica made a shift of its mission .This paper discussed the background，process and impact of the shift.
