In this paper the reasons and urgency for appearance of water industry and the branch of water quality science and engineering were depicted, and also the connotation and extension of the branch, the link and difference between is and related ones were analyzed. Based on them，China's 21st water industry and sustainable development strategy were discussed correspondingly.
