The systematic constructive perspective is put forward to understand the nature of technological innovation. The first part of the article explains the background of the systematic constructive perspective of technological innovation. The second part describes the connotation and implications of this perspective. The third part shows the difference between our view and the system paradigm of the innovation researches.

The paper describes the history of the theory about performance assessment and analyzes the new issues about performance assessment in knowledge economy. According to the fifth generation strategic management and the main role of intelligent capital in knowledge economy , the paper provides a new strategic measurement system based on intelligent capital : a strategic assessment and management system that focused on customer ,based on competence.

This paper deals with science ,technology and application interaction in laser development ,including four parts;(1) how the technological invention depend on scientific knowledge ,(2) how the different actors respond to the emergence of lasers ,(3) Technological evolution and the role of industrial research laboratories ,(4) uncertainty and application. Based on these discussion ,this paper make some concluding observations emphasizing that the science should focus on designing the policies of stimulating interaction between basic research and application.

The Institute of Chiao Tung University is the first scientific research institution of universities in China. Its organization and the management system are not only severe and normative but also democratic ,which takes the lead and sets the example in systematizing scientific research of China ’ s universities. While it devoted itself to the developing of applied science and the solving of practical problems in social production ,it laid stress on merging scientific researches into the cause of the instruction. It becomes one of the institutions of universities in China that initaly explored the combination of three fields from instruction ,research and production — — — the modern higher education model for running a school — — — and achieved remarkable effect on it.
